Paul Davidoff graduated from Allegany College in 1952, attended Yale Law School, graduated from the University of Pennsylvania's School of Planning and Architecture in 1956, and received a law degree from Pennsylvania in 1961. He served as a planner for the Delaware County Planning Commission, the New Canaan Planning Commission, Voorhees, Walker, Smith & Smith, and the New York City Planning Commission.
